Leonard “Lenny” Proctor


Leonard Proctor is a U.S. Army Veteran and a Proud member of the Piscataway Conoy Tribe. He was born in Charles County, Maryland and graduated from Lackey High School in Indian Head, MD. After high school he enlisted and served in the United States Army National Guard and later in the Army as a Paratrooper in which he received an Honorable Discharge and certificates of appreciation.

He is also an Affiliated Member of the Chief of Engineers in the United States Army. He has also been a successful entrepreneur and business owner for over 15 years. 

Mr. Proctor presently serves as the Chairman of the Charles County Democratic Central Committee. He was elected as a Member of the Charles County Democratic Central Committee in 2018 and has also served as the Charles County Democratic Central Committee Sergeant of Arms. 

He has assisted in many outreach and fundraising efforts in creating unique and successful methods of reaching out, uniting, encouraging, and implementing support from the Community for the Maryland Democratic Party by leveraging diversity since his election. He has also assisted in obtaining funding, votes and support for other Maryland State politicians.  

In 1993 he was awarded the Governor’s Citation Award by Governor William Schaeffer for going above and beyond the call of duty.   

In 2003 he successfully completed training in radio and television broadcasting and received a certificate in awarded instruction in the field of communications and media operations from the Connecticut School of Broadcasting. Mr. Proctor has utilized skills and experience from his training to volunteer in speaking engagements, events, and mentoring our youth and Community.

Leonard Proctor is also volunteering through the Department of Veteran Affairs to aid Veterans in Charles County and throughout the State of Maryland that have been injured, become psychologically impaired, homeless, and in need of housing. 

He is a Member of the Disable American Vets, Member of the Southern Maryland Association of Realtors, as well as an American Legion Historic Member.

Mr. Proctor proudly participates and volunteers in many charitable events while continuing to uplift, support and unite the Community.

His Aim is to continue to lead a life of leadership making positive change while helping those less fortunate than himself within our society and within our Community.
